This signaled an abnormal mobilization and prompted overnight consultations, but security officials ultimately did not give it proper weight and the prevailing assessment was that it was just a Hamas drill. </p><p>The Shin Bet claimed that the movement identified within the Strip was a drill, and Military Intelligence concurred with this assessment and did not recommend raising any level of alert. This was the case in both consultations, a few hours apart.
